Developed to support the Joint Biological Standoff Detection System program (JBSDS), the BSI is designed to measure the spectral signatures and cross sections of materials and aerosols of interest. The instrument was delivered to the Army in early 2008.

The BSI is able to provide the following information on samples:

    - Elastic scattering at 3 wavelengths: 355 nm, 1.06 µm and 1.5 µm
    - Laser-induced fluorescence between 360 nm and 700 nm
    - Optical depth
